Are humans in lock up really the spreaders? When we consider hotels, cruise ships, nursing homes, hospitals, meat processing works, planes, highrise apartments, these are all places where humans are in very close proximity, without often being able to open windows to the outside to let fresh air in.
What is the common denominator? The ventilation system - which recycles air, without often allowing access to fresh air.
In stands to reason therefore, that by locking people up in these facilities, we are actually forcing them to breathe in stale contaminated air.
It's common sense. Hence all the current precautions are actually contributing to the major infections and deaths.
Fresh air is the solution!
