Nambucca Valley Council's General Manager Michael Coulter said a meeting with the Bowraville Hub Association on Wednesday last week clarified most of the issues flagged as potential problems in a report to Thursday's council meeting.

Mr Coulter said with no time to add a late item to the agenda, he had instead informed Nambucca Valley councillors by email prior to the meeting.
Of particular importance was the question of which body would be responsible for linking and coordinating all sport and recreation in the precinct and who would own the new facility when it was completed.
He was told the Bowraville Recreation Club Inc. would be the owner and the body responsible with its constitution set to be amended to reflect the objects of the Nambucca Valley Connected - Sharing Sport Throughout the Region Inc.
Another point for clarification was what will happen to the Club's existing 1.8 hectares of land in the event the aged care proposal does not proceed.
No date has been set for when the constitution will be changed but that really needs to happen before we can give them the licence agreement to begin construction

"The proposed Aged Care facility needs significant Federal funding and I can't see that happening soon," Mr Coulter said.
"I was assured that under these circumstances, the building would be repurposed for sport and recreation without any further funding assistance from Council."
He said that although the Hub had rejected the council's initial deed of contract, some sort of agreement was needed as to who does what on the $4 million project.

"It was agreed that the provision of the access road and off street parking as well as water and sewerage will be the priorities for Council's expenditure."
The final matter of the request for more land to be donated by the council to the Bowraville Recreation Club, to whom it previously transferred a 1.8 hectare site, remains a source of disagreement.
Mr Coulter said the Hub Association maintain the aged care housing proposal should eventuate and bring great benefit to Bowraville.
"The Club has no intention of transferring the land back to Council."
The next scheduled meeting between the parties is on Wednesday, September 2.
