The Valley Emporium and Remnant Basket, the Department Store, Luke Foley and Rob Torell's Barber Shop will all sign a Deed of Agreement to get the work underway.
The council's general manager, Michael Coulter, said the Macksville Chemist on the corner of Wallace St had decided not to participate.
"We still have a spare $10,000 so we will talk to the property owner about possible ideas, such as artwork, on the steel facia above the awning," Mr Coulter said.
At its May 16 meeting, the council adopted the minutes of the Nambucca Business Advisory Committee, which outlined the progress of the plans.
A joint cleaning project with property owners, particularly for signs and facades, is being discussed
The committee also flagged to the council that it would prefer programmable coloured lighting for the Macksville Bridge, as this would allow changes to be made to suit events.
