Gina Bennett's request to tether her horse Troy in Nambucca Heads was back on the agenda at last week's Nambucca Shire Council meeting.

With the recommendation not to support tethering before her, Ms Bennett said she did not understand why the council was unable to do what other metropolitan councils were doing.
"They accept it at Northern Beaches Council. Provisions can be made, I am happy to comply and I have brought electric fencing," Ms Bennett said.
Cr John Ainsworth said he didn't see what the problem was, given that previously it was common for horses and cattle to be tethered all over the shire.
"Horses are better than dogs and we don't have a problem with dogs," Cr Ainsworth said.
Cr Martin Ballangarry said the council should have a proper look at the regulatory anomalies.
"I think we can do better than this," he said.
The council voted to defer the matter and write to the Northern Beaches Council to ascertain their approach to the issue.
Cr Brian Finlayson said while he was happy to support the motion, he did not support the request "because not all horses are suitable" for tethering in urban areas.
